๐ Admin & Registration
Before You Start
Moving to Dubai involves navigating both visa and local administrative requirements. Authorities are efficient, but processes can be document-heavy and sometimes require in-person visits or official attestations. Planning ahead, gathering all necessary paperwork, and expecting thorough ID verification are key. UAE-specific procedures (like the Emirates ID) are central, and English is widely used in most administrative offices.
Administrative Registration
On arrival, all newcomers must register for an Emirates ID through the Federal Authority for Identity and Citizenship. This process typically follows on from your residence visa stamping. Biometric data collection is required, and appointments are often managed through online portals. Timely completion of this step is essential for other formalities.
Healthcare Registration
Healthcare in Dubai is high-quality, with both public and private systems. Health insurance is mandatoryโtypically provided by your employer or purchased individually. To access public healthcare, you must apply for a Health Card from the Dubai Health Authority. Most newcomers use private healthcare, covered by insurance. Registration with a clinic or hospital is straightforward once you have your Emirates ID and insurance documents.
Tax Number
The UAE, including Dubai, does not levy income tax on salaries, so most individuals do not require a tax number. However, if you're establishing a business, you may need to register for a Tax Registration Number (TRN) for VAT purposes through the Federal Tax Authority. Most newcomers for personal moves do not need a tax ID.

Helpful Local Services
The Emirates ID registration and visa processes are managed by the Federal Authority for Identity and Citizenship. The Dubai Health Authority oversees public health services and insurance requirements. Most local formalities can be started or tracked via online portals such as DubaiNow. For legalizations or attesting documents, Dubai Courts Notary or approved typing centers are frequently used.

Social Security
Social security in Dubai mainly covers Emiratis; for expatriates, there is no mandatory social security enrollment. However, expat workers may benefit from end-of-service gratuity, unemployment insurance, and other schemes implemented for foreign workers. Employers usually handle such registrations, and coverage/benefits depend on your employment contract.
